Lebanon Police make triple homicide arrests of third person, woman accused of helping
LEBANON, Pa. (WHP) — Update:
A week after the tragic shooting deaths of an eight, nine and 19-year-old in Lebanon, the search for the third suspect has come to a conclusion. Federal, state and county law enforcement arrested Ivan Claudio Rosero and charged him with homicide.
“I wanted to come in this morning and celebrate, we got him. But i can't. because two children and one teenager are dead,” said Lebanon Mayor Sherry Capello.
Through electronic surveillance, Lebanon detectives tracked Rosero down in North Philadelphia last night. One week after the horrific shooting deaths of 8-year-old Jesus Perez Salmoe, his nine-year-old brother Sebastian Perez Salmoe and 19-year-old Joshua Lugo, four people are now in custody.
“It was not a question of if we would find our third suspect, it was a question of when,” said Lebanon County District Attorney Pier Hess Graf.
“This investigation is not complete,” said Lebanon Police Chief Bret Fisher.
Another part of that investigation led to the arrest of Romero’s girlfriend, Tiffany Koziara. Koziara is charged with hindering apprehension. Court documents accused Koziara of lending Romero her car for the crime and lying to police about his whereabouts.
“Yet another instance of senseless gun violence. There's no motive for this. There's no reason for this,” said District Attorney Graf.
Over 20 rounds were fired from at least two guns into a home along North Fifth Street on May 30th killing the three victims. Through the investigation, police developed leads on 22-year-old Alex Torres Santos and 16-year-old James Fernandez-Reyes. Eyewitness accounts, and an electronic monitoring device on Torres Santos put the pair, along with Romero, at the scene.
“At this time, additional search warrants are being applied for and executed,” said Chief Fisher.
Low bail and a court technicality allowed Torres Santos to remain under house arrest, instead of in custody, until the night of the shooting despite serious firearms charges back in February. The DA is seeking the death penalty in this case.
“At some point, enough is enough. And when I looked at this, and when you stare at the body of a dead child, enough is enough,” DA Graf said.
Because of Pennsylvania law, only the two adults, Romero and Torres Santos, are eligible for the death penalty. Prosecutors vow to fight for the longest possible sentence for the 16-year-old suspect.

The Lebanon County District Attorney's office said a man has been arrested in connection with a triple homicide that led to the deaths of an eight-year-old and nine-year-old boy.
In a press release the district attorney charged 27-year-old Ivan Claudio-Rosero with multiple counts of homicide, and said that the office plans to seek the death penalty against him.
A woman, Tiffany Koziara, was also charged. She's accused of hindering the arrest of Rosero.
Police have already charged Alex Torres-Santos and James Fernandez-Reyes in connection with the shooting. The death penalty is also being sought against Santos.

Authorities said they launched a statewide search for Rosero and a white BMW. He was arrested Tuesday afternoon in Philadelphia.
According to the district attorney's office, Rosero confessed that he drove himself and the other shooters to and from murders on May 30.
They said he also admitted to possessing a gun and firing multiple rounds during the incident.
Joshua Lugo-Perez and Jesus and Sebastian Perez-Salome were killed in the shooting. The district attorney said the boys were playing with kittens outside at the time.
Rochester Police Department told CBS 21 News Fernandez-Reyes is a person of interest in that murder and also has an active warrant in the City of Rochester for possession of a handgun.

Officials said Tiffany Koziara was Rosero's girlfriend. They said she provided false information to investigators as to her contact with Rosero and his whereabouts on June 3. They claim she also booked a hotel room for herself and Rosero during the same weekend as a search warrant.
Police alleged Santos illegally possessed a handgun without a license, possessed crack cocaine with the intent to deliver, illegally altered the serial number of a handgun, and was charged correlating misdemeanor offenses.
The District Attorney's Office says Santos was out on bail in connection with these incidents and was required to wear a house arrest bracelet, which he wore to the homicides.
